Worldwide crude oil prices will average $43.30 a barrel for 2020 and $55.36/b in 2021. That's according to the Short-term Energy Outlook by the U.S. Energy Information Administration.   The price estimate plummeted from last month's prediction of $61/b. Prices are based on historical free market (stripper) oil prices of Illinois Crude as presented by Illinois Oil and Gas Association and Plains All American Oil. Typically Illinois Crude is a couple of dollars cheaper per barrel than West Texas Intermediate (WTI) because it requires a bit more refining. The breakeven price for North American shale oil was US$68 a barrel in 2015, making it one of the most expensive to produce. By 2019, the "average Brent breakeven price for tight oil was about US$46 per barrel. The breakeven price of oil from Saudi Arabia and other Middle Eastern countries was US$42, in comparison.

In 2011, crude oil was trading at nearly $120 per barrel on the NYMEX. High oil prices were sustained until mid-2014, when prices crashed from $100 per barrel down to less than $50. As a result Slump of oil prices does not slow oil production immediately as it does with investment according to historical evidence.
